But its owner was sanctioned. The customs authority shall not allow the transfer of this shipment since it belongs to a sanctioned person.

The ship's Singaporean owner and crew are not subject to sanctions. It could depart Latvia if it didn't carry the frozen cargo.

Foreign Affairs, State Environmental Service, Finance and Capital Market Commission, and VID have spent months working on a solution for the ship and its cargo.

The terminal is designed to work coast-to-ship, thus it can't load freight into a warehouse on land using present technology.

So yet, there has been no meaningful constructive reaction to customs colleagues' claims that this cargo can be discharged in any EU port where technically possible.

The ship might leave after freezing the cargo. Kristne Lce, a Foreign Ministry representative, said the process is complicated.
